Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The Boeing Company (?Boeing?) respectfully requests an extension of its existing experimental STA (Call Sign WD2XFK; File No. 0401-EX-ST-2005) to operate previously authorized earth station antennas in the maritime mobile context for an additional six (6) months under the same terms and conditions that apply to its current operations, and to eliminate a specific antena type from its experimental STA authority. Specifically, Boeing has authority to operate up to ten (10) MELCO maritime terminals (Model No. RN211709 ) for antenna testing and service validation purposes. (See File No. 0401-EX-ST-2005) These earth station antennas operate at a maximum transmit power of 28.8 kW (44.6 dBW), which results in an off-axis EIRP that is significantly less than that of a single routinely licensed VSAT antenna. Boeing seeks to maintain its experimental authority during the pendency of an earth station application that has been filed with the International Bureau for commercial operation of the MELCO antennas. (See File Nos. SES-LIC-20060228-00326 and SES-AMD-20060324-00507). Boeing has previously submitted public interest and technical information supporting grant of its STA request. (See File No. 0401-EX-ST-2005 - Attachment) Because the information suporting this extension request is the same as that supporting the original grant, Boeing hereby incorporates the previously filed information by reference. In addition, Boeing expressly accepts all of the conditions included in its existing STA and anticipates conducting limited experiments pursuant to OET authority until such time as the International Bureau grants authority for permanent earth station operations. Finally, Boeing previously operated the Seatel 2403 antenna for testing and service validation under experimental temporary authority granted by the Commission (see Call Sign WD2XFK, various file numbers). However, Boeing has ceased its test program of the Seatel 2403 antenna and no longer seeks experimental authority for this antenna. Accordingly, Boeing requests that this antenna be eliminated from its extended experimental STA.
