Please explain in the area below why an STA is necessary:
In conjunction with its Earth Station Aboard Aircraft (ESAA) license, Gogo has contracted with Virgin Atlantic Airlines (VA) to provide worldwide onboard internet connectivity and entertainment options. Passenger connections to the Gogo system will be through Wi-Fi enabled passenger electronic devices, and mobile phones in areas outside the U.S. The European Aviation Safety Agency which regulates the safety of VA aircraft, requires EMI testing as part of the certification process for the Gogo system. The requested STA is necessary to conduct the tests required by the EASA. These tests will be conducted on VA aircraft at various airports in the U.S.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The tests will mimic the transmission of multiple simultaneous passenger electronic devices to gauge the impact on safety-of-flight aircraft avionics. A transmitter will step through multiple frequencies at a set power level while each aircraft system is monitored for any interference. The tests will be conducted over a six month period on up to six aircraft for a period of three hours on each aircraft. All tests will be conducted at night while the aircraft is on the ground.
