Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
We will be transmitting with GSM-900, GSM-1800, and UMTS phones. The Testing will be performed inside a plane during taxi and in a hanger. - For GSM-900 - transmit power is 250 milliwatts, uplink Tx frequencies are 890.2 - 914.8 MHz, downlink Rx frequencies are 935 - 960 MHz, channel separation is 200 KHz (124 channels total), our test would require only a single channel - proposed as 902.4 MHz (midband), distance between up- and down-link is 45 MHz - For GSM-1800- transmit power is 125 milliwatts, uplink Tx frequencies are 1710.2 - 1785.0 MHz, channel separation is 200 KHz, test would require only a single channel - proposed as 1747.8 MHz (midband), distance between up- and down-link is 45 MHz - For UMTS, transmit power is 24 dBm, uplink Tx frequencies are 1920 - 2170 MHz, channel separation is 200 KHz, our proposed test channel will be between 1930-1980 MHz, distance between up- and down-link is 190 MHz. US Airways Engineering Department is performing studies to access the impact of wireless devices on the aircraft. Testing will be performed at airports CLT (9/14 and 9/15) and PHL (9/21 and 9/22).
