An STA is necessary to facilitate a temporary trial program of utilizing a Ku-band ESV (earth station aboard vessel) terminal aboard a commercial fishing vessel in the North Pacific to permit broadband data transfer to and from the vessel. The goal of this test is to determine the usefulness of broadband data capabilities aboard commercial fishing fleets in increasingly the efficiency of vessels so they may be better able to focus on the correct fisheries for catch optimization.
