Please explain in the area below why an STA is necessary:
We are seeking a post-grant modification to the terms of an existing STA for call sign WC9XBE which authorized a test of GSM picocell technology aboard aircraft in flight. By this modification, we simply seek authority to expand the testing area to international waters. The test will take place aboard a U.S.-registered aircraft. Testing over international waters will take place at an altitude of at least 10,000 feet, and the transmit frequencies will change to 1800 MHz GSM frequencies (specifically, 1710-1755 MHz and 1850-1880 MHz) when the aircraft is over international waters.
