John –

         After some discussions with the International Bureau, I realize that in drafting some of the materials included in the
experimental application, I had been under the mistaken impression that the entire satellite, and not just the payload, had
been manufactured by Orbital Sciences Corporation. As a result, I incorrectly indicated in discussing the need for an
orbital debris showing that the experimental satellite, other than the AIS package, was “identical” to the current, in-flight
satellites. While the payload will be the same (except for the addition of the AIS receiver), the bus will be different (among
other things, it will incorporate propulsion capabilities to better facilitate de-orbiting consistent with the Commission’s
guidelines). As a result, in the very near future ORBCOMM will be supplementing its experimental application with the
required information specified in Section 5.63(e) of the Commission’s Rules. I apologize if my misunderstanding created
any confusion, and wanted to make sure the application reflects this correction. I would thus appreciate it if you could
make sure this e-mail is associated with the ORBCOMM application, File No. 0108-EX-PL-2006.
