Please explain in the area below why an STA is necessary:
The Morehead ground station is being used to characterize the Mini-RF radar instrument, one of seven instruments on NASAs Lunar Reconnaissance Orbiter (LRO). LRO is currently orbiting the Moon. The science team has a program requirement to characterize the transmit and receive paths of the Mini-RF instrument on a regular basis. The characterizations require one week of testing and repeated every 9-12 months.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The Morehead ground station will be outfitted with hardware to uplink a pulsed CW tone (duty cycle 80%) and receive Mini-RF transmissions. The uplink pulse repetition inteval is approx 1.25 seconds and the transmit pulse width is approx 1 second. Mini-RF can transmit/receive RF signals between 2370 and 2390 MHz. We will select a CW tone to uplink over this band for our experiment. Tentatively, an uplink tone at 2379.5 MHz and downlink tone at 2380.5 MHz from Mini-RF is being planned. The uplink power (at the feed input) is expectred to be ~60 Watts. The exact timing of the test is difficult to schedule due to the complexities with scheduling time to use the LRO spacecraft and a requirement to coordinate the test around New Moon. The main constraint that we have on the ground is cold weather. With this in mind the test will be conducted sometime between Sept 1 and Dec 31, 2010.
