Pursuant to an inquiry received from OET on October 2, 2012 (Reference # 18180), Intelsat hereby
responds to the issues raised in the OET correspondence regarding its application for an experimental
license (ELS File No. 0512-EX-PL-2012):

(1) A reformatted request for confidentiality conforming to OET specifications was electronically filed
on October 9, 2012.

(2) The height of the aircraft during flight (AGL) is anywhere between 0 and 40,000 feet above sea
level. This is consistent with the operation of terminals onboard aircraft.

(3) The other issues referenced in the correspondence have been otherwise addressed with OET
staff and Intelsat will follow up with OET as appropriate.
