                       REQUEST FOR EXPEDITED TREATMENT

Dear Ms. Dortch:

As discussed in the accompanying “Request for Experimental Radio Station License,” Intelsat License
LLC (“Intelsat”) has requested an experimental license to evaluate and demonstrate static and land-
mobile performance and acceptability of a sub-one meter mobile Ku-band satellite terminal that will
communicate with the Intelsat 29e satellite (Call Sign 2913), SKY-B1 satellite (Call Sign S2922), and
Galaxy 19 satellite (Call Sign 2647).

Intelsat was recently asked to conduct an evaluation and demonstration at its company offices located
in Hagerstown, Maryland, beginning in early July 2017. It is unable to re-schedule the test, as the
representatives attending the demonstration cannot readily participate at another time. In addition,
Intelsat seeks to provide data regarding the results of the demonstration at follow-up meetings with the
representatives to be held after the demonstration. Accordingly, Intelsat respectfully requests
expedited treatment of its request for experimental license so that it may commence the demonstration
in early July 2017.

Also, please note that Intelsat does not propose to market, sell, or lease prototype equipment to end
users. Moreover, no fees will be charged to entities evaluating the equipment during the
demonstrations. After the experimentation ceases, Intelsat will recall and recover all devices that have
not received equipment authorization or approval.

Intelsat submits that expedited processing of its request for an experimental license is in the public
interest, convenience, and necessity, as it will permit Intelsat to develop innovative and functional
equipment that will accommodate the communications needs of satellite services.
