We have filed a new application - File No. 0497-EX-ST-2007 - using the correct technical
parameters. Please treat the original application (0482-EX-ST-2007) as withdrawn.

Thanks,

       Mr. Keir:

You will need to update the application to make it match the technical characteristics of 0026-EX-ML-
2005. If you find this too difficult, you can always re-file using 0026-EX-ML-2005 as a template.

     Doug:

A copy of the response reproduced below has been filed through the OET online
application system at https://fjallfoss.fcc.gov/oetcf/els/index.cfm as instructed in your

Thank you for the quick action on the three STA requests that have already been
granted. The response below provides information concerning the fourth pending STA
application. Please let us know if you need anything further from us on that one.
     Best regards,

     --------------------------------
In correspondence dated September 25, 2007, OET posed two questions regarding the
pending application filed by HNS License Sub, LLC. Responses to these questions follow
     --

Q1. The application was filed under the name "Hughes Network
Systems, Inc." yet the last several applications for this license
have been under "HNS License Sub, LLC" and the recent transfer of
control application file number 0023-EX-TU-2007 requests "HNS
License Sub, LLC" also. Please explain the discrepancy in the
name. Also, clarify the proper names for the other STAs just
     filed, 0483-EX-ST-2007, 0484-EX-ST-2007 and 0485-EX-ST-2007.

A1: The correct name of the applicant with respect to each application is "HNS License
Sub, LLC." In several of the cases referred to (e.g., File Nos. 0483-EX-ST-2007 and
0484-EX-ST-2007), the name of the licensee was changed following the grant of the
most recent license or modification application included in OET's database, so that when
the licensee information from these files was pulled into the online STA form, the original
name appeared rather than the current name. The applicant name in each file has now
     been corrected.

Q2. This application also used 0211-EX-PL-2003 as a template.
The license for this call sign has been modified twice since
that filing and consequently does not represent what was most
     recently granted. Please explain.

A2: In the case of File No. 0482-EX-ST-2007, the STA application should have used
existing File No. 0026-EX-ML-2005 as the template (instead of 0211-EX-PL-2003). (This

is also why the licensee name appeared as "Hughes Network Systems, Inc., as noted in
the previous question). This application should reflect the technical characteristics
granted in File No. 0026-EX-ML-2005 (which was renewed last year in File No. 0088-EX-
RR-2006). Please let me know if we need to make a formal correction to specify the
modified technical parameters, or if this can be corrected internally in light of the fact
that no change to the technical facility is actually being requested in the STA request.

Please let us know if there are any other questions regarding this application.

     Respectfully submitted,
