Dear Sir or Madam:

        This Progress Report of HNS License Sub, LLC ("Hughes") is submitted pursuant
to the special conditions associated with Hughes‘s Experimental Radio Service license in
Call Sign WEZ2XEW.

        As of April 30, 2011, Hughes continues to conduct experimental operations with
in—motion earth terminals in the fixed—satellite service ("FSS") frequencies at 14—14.5
GHz and 29.5—30 GHz. In 2005, Hughes began a test and development program dealing
with satellite communication systems capable of operating while the earth terminal is in
motion. Being an area of potential interest to its customers, Hughes used its program to
investigate how its existing products could best be adapted for use in a mobility
environment. These experimental operations respond to potential and actual customer
requirements, assess or demonstrate the viability of particular equipment and service
configurations that are under development, and/or test different antenna products from
various manufacturers in order to assess the performance of these products when
integrated into the Hughes VSAT system.

        Since the date of its last Progress Report (in June 2010), Hughes has not
employed the limited ability the license in Call Sign WE2XEW provides with respect to
market studies. In particular, market studies for earth station antennas mounted on
airplanes that transmit in the 14.0—14.5 GHz band were terminated prior to June 2010,
and have not been resumed since.

           It continues to be the case that although Hughes has tested a variety of different
    antennas under its license for Call Sign WEZXEW, only the original General Dynamics
    antenna model has been used under the authorization for more than a few months. In
    each other case, the test equipment has been decommissioned upon completion of the
    tests.
