                        Description of International Bureau Authority


              HNS License Sub, LLC (“HNS”) here requests experimental authority for a
period of 24 months to conduct testing of earth station prototypes for the licensed Spaceway Ka
band GSO FSS satellite system. HNS currently operates this test facility under special
temporary authority (“STA”) from the International Bureau. See IB File No. SES-STA-
20040903-01089. An application for renewal of this STA is currently pending. See IB File No.
SES-STA-20050203-00134.

                 On November 14, 2000, the International Bureau granted HNS’ predecessor,
Hughes Network Systems, Inc., an STA to operate the Ka band test facility described in
Attachment 1. Since the original grant of this STA, HNS has periodically requested and been
granted continued STA authority to operate this Ka band earth station test range. Following
discussions with the International Bureau staff, HNS has been advised that it would be
appropriate to seek experimental authority for this test range, instead of seeking a further renewal
of STA. Because the International Bureau has already reviewed and approved HNS’ operations
of this test facility, there is no need for a prolonged coordination with the International Bureau
on this application.

                Pursuant to the STA, HNS developed a test fixture to continually measure
transmit and receive frequencies on this range system. Single size prototype antennas are
monitored twenty-four hours per day, measuring gain variations based on weather conditions.
As set forth in greater detail in the attached technical parameters, grant of experimental authority
should not cause interference to any FCC-licensed user of the spectrum. In any event, HNS
acknowledges that the requested authorization will be conducted on a non-interference basis to
other FCC-licensed users of the spectrum.
