          MODIFICATION APPLICATION TO ADD AND UPDATE POINTS OF
                            COMMUNICATION


         By this application, HNS License Sub, LLC (“Hughes”), hereby requests a modification

of its license for experimental Call Sign WE2XEW, File No. 0076-EX-RR-2009, to add the

Horizons 2 space station at 74.05° W.L. (Call Sign S2423) as an additional point of

communication in the Ku-band fixed-satellite service frequencies. The addition of Horizons 2 as

a point of communication would provide a valuable new satellite platform that will enable

Hughes to continue its domestic testing, demonstration and training operations of mobile

terminals in the continental United States. Further, the addition of this point of communication

will increase Hughes’ ability to find suitable satellite capacity that will ensure its ability to

satisfy its obligation not to cause harmful interference through the terminals it is authorized to

use. Having the flexibility to look to multiple satellites for the space segment component ensures

the minimization of the potential for undesired interference resulting from the ongoing

experimentation program.

         Further, Hughes also requests an update of its license under Call Sign WE2XEW to

specify a new point of communication following a fleet maneuver involving the Galaxy 10-R

space station (Call Sign S2378), which is licensed to Intelsat Corporation (“Intelsat”). Intelsat

has substituted the Galaxy 18 satellite (Call Sign S2733) for Galaxy 10-R at the 123.0° W.L.

orbital location. The Galaxy 18 replacement satellite is functionally identical to the Galaxy 10-R

satellite that was replaced insofar as operation by Hughes terminals is concerned. Hughes asks

that its license be modified to reflect the addition of Galaxy 18 as a point of communication for

Call Sign WE2XEW and the deletion of Galaxy 10-R.

         This modification application proposes no change whatsoever to the technical

characteristics of the license for Call Sign WE2XEW as authorized in its June 1, 2009 renewal

grant. All technical operations with the Horizons 2 and Galaxy 18 satellites will be consistent

with the terms of the existing authorization.

         In view of the benefits outlined above and the absence of a need for detailed technical

review, Hughes respectfully requests the expeditious consideration and grant of this application.
