Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

HNS has been allowed temporary access to Ka-band capacity on AMC-16 at 85 WL for the purpose of testing earth station terminals. The access to the space segment begins on 22 February 2005 and will last for 60 days. Emergency processing is requested by HNS of this STA in order to allow testing to begin on 21 Feb 2005. Delays in approval of this STA beyond 21 Feb 2005 would result in a reduction of the testing possible, given the short duration for which the space segment will be available. The availability of the spectrum was not forseen and as such, an application could not have been submitted at an earlier date.
