Dear Mr Young

  The following is in response to your query in regards to the STA application 0078-EX-ST-
2005. In your query, you had requested substantiation to support the request from Hughes
Network Systems (HNS) for authority to deploy terminals anywhere in the continental United
States.

          In response to your query, the satellite which shall be used, AMC-16, has a total of
twelve different spot beams in order to provide coverage over CONUS. These twelve beams
allow for frequency re-use over the service area, as is described on page 5 of, “Application for
Modification of SES Americom, Inc”, which was filed by SES Americom in its application to
modify the characteristics of AMC-16 (SAT-MOD-20040227-00022).

            In order for HNS to fully demonstrate the performance of its network, a number of
earth stations must be included in every uplink/downlink beam on the spacecraft. As the final
location of the terminals has yet to be established, a complete list of terminal locations can not
be provided at this time.
