HNS License Sub, LLC FCC Form 405 Narrative Exhibit March 2008 Renewal of Authorization for Call Sign WD2XFP HNS License Sub, LLC (“Hughes”) seeks consent of the Federal Communications Commission (“FCC”) for the renewal of the authorization for Experimental Radio Service authorization Call Sign WD2XFP, as authorized under File No. 0088-EX-RR-2006. The authorization for Call Sign WD2XFP is subject to a pending application for transfer of control, File No. 0023-EX-TU-2007, filed on September 5, 2007. Further, the authorization is currently subject to Special Temporary Authority, File No. 0586-EX-ST-2007, pursuant to which authority has been granted to operate with BRH Holdings GP, Ltd. as the controlling entity of Hughes and its FCC licensee affiliates while the referenced application for consent to transfer control under File No. 0023-EX-TU-2007 is pending. FCC grant of Hughes’ request for renewal of Call Sign WD2XFP would serve the public interest, convenience, and necessity by permitting continued operation of the experimental facilities licensed herein to Hughes.
