                                  Explanation of Proposal

        The instant application seeks an experimental license to set up a trial lab in the
Dallas, Texas area to test equipment to be used for LMDS services. As explained in the
form accompanying this application, the trial lab will consist of three separate sites to test
equipment ultimately to be deployed for LMDS systems. In addition to conducting
propagation tests and the operation of the equipment under actual operating conditions,
the authorization will be used for demonstration purposes and to test LMDS equipment
with a variety of different network configurations. The experiment will lead to a better
understanding of the equipment and the service with which it will be used.

        It should be noted that on January 27, 1999, the Commission granted Ericsson
Special Temporary Authority under Call Sign WA9XDQ (File No.. 0003-EX-ST-1998)
to conduct equipment tests to test its “Mini-Link” point-to-point microwave products.
The equipment and all technical parameters described in the Experimental Authorization
for WA9XDQ are identical in all respects to the request being made herein. This
application is being submitted since it became apparent to Ericsson recently that the
nature of the experiment proposed to be conducted would require more than 6 months to
complete. Based on the foregoing, Ericsson has no objection to the Commission’s
cancellation of the STA for WA9XDQ (File No. 0003-EX-ST-1998) upon the grant of
the instant application.

       For the foregoing reasons, Ericsson Inc. submits that a grant of this application for
an experimental application will serve the public interest, convenience and necessity.
