                                    DESCRIPTION OF EXPERIMENT

        Comtech Systems, Inc. ("Comtech") hereby requests an FCC experimental authorization license to
conduct experimental testing using the equipment identified herein operating on select frequencies between
4430 MHz to 4930 MHz. Comtech is currently conducting experimental tests of this equipment pursuant to an
extension of Special Temporary Authority ("STA") last granted on March 27, 2013 (Call Sign: WE9XUR; File
No. 0859-EX-ST-2012). Pursuant to Section 5.61(b) of the FCC rules, 47 C.F.R. § 5.61(b), this application for
permanent authorization is being filed within fifteen (15) days of the STA expiration date of June 27, 2013.
Comtech intends to continue the experimental testing as authorized by STA pending disposition of the
permanent authority application.

        The purpose for this experimental authorization license request is to provide application support and
further testing for fielded equipment in connection with its Transportable Fast Link Antenna ("TFLA") system
being utilized by the United States Marine Corp. Testing will continue to be done at the Comtech facility in
Orlando, Florida and will mirror the parameters as authorized under the prior STA noted above. However,
Comtech is requesting an additional frequency (4530 MHz) under this permanent license request to allow for
testing over a wider range of frequencies. Comtech will not transmit on the additional requested frequency
prior to Commission action on this permanent license request.

        Comtech acknowledges that its operations will be on a non-interference basis and believes that no
harmful interference to any FCC licensees will occur. However, to the extent necessary Comtech will use its
best efforts to avoid and minimize any potential interference. Comtech further recognizes that if any
interference to existing licensed stations occurs, any testing will be subject to immediate shut down. Because
the equipment is technically incapable of providing station identification, Comtech respectfully requests a
waiver of the station identification provisions of Section 5.115 of the Commission's rules, 47 C.F.R. § 5.115.

       All network traffic will be simulated traffic only, solely for evaluation purposes and not for the purpose
of providing network data communications services to user stations.

        Comtech will adhere to any Special Conditions placed on the permanent experimental license as it did
for the previously obtained STA.

      Comtech submits that a grant of this application is necessary and in the public interest because it will
advance national security efforts.
