REQUEST FOR SPACER SEGMENT TO BE USED WITH LAND—BASEBD SES TERMINALS

The Federal Communications Commission               (FCC)   requires COMSAT
Mobile Communications to obtain authorization for providing space
segment to be used in providing services via land—based ship
earth station terminals.  The FCC will authorize COMSAT to
provide space segment for such services only under certain
conditions.  The FCC will approve temporary limited use of such
stations only where no other means of communications are
available such as in the case of emergency situations resulting
from disasters or where these terminals are the only adequate
means of meeting urgent communications requirements in remote
locations.  In order to enable us to obtain FCC authorization,
the following information is required.

Applicant :           Chris Kinman (COMSAT)

Brief description of applicant‘s business:                   Mobile Communications
          service provider.       Operator of Global Earth Stations.

Who will operate the terminal?:                 Earth Station Technicians


Where will the terminal be operated?                 Clarksburg, MD




Explain the services for which the terminal will be used and why
no other means of comunications are available:

       This terminal will be used as an operational testing facility.       The mobile

       terminal will be used to verify integrity of the Inmarsat M/B Network.


What is the required tineframe for use of the terminal for this
service?            January 1995 — January 19%6

Have you obtained authorization from the FCC (commercial
applicants) or NTIA (USG applicants) for ground segment use of
the terminal? Please provide authorization date or date the
authorization request was submitted.

    **(NOTE)   — Customers are to be informed that they are
                responsible for filing with the FCC‘ Office of
                Engineering Technology an experimental license
                form (Form 442) which is the procedure the FCC
                follows for these TAs.  This applies to. all
                Land—Based terminals for domestic (U.S.) only.


                    FCC Requirement

                    U. S. Land—Based

     The FCC requires the owner/operator of a U.S. Land
     <«Based unit to obtain a license to radiate carrier within
     the domestic U.S.A. The requirements are:


              «_    FCC Form 442
              «_    FCC Form 155 (Fee Form)
              —     $35 Per Terminal

                      U.S.A.

      Comsat Commissioning Department requires the
      following:

              1. Commissibning Application

              2. Letter—of—Intent

              3. Space Segment Request

              4. Copy of 442 submitted to FCC




       Operating in Foreign Country only

      Requirements are:

              1. Commissioning Application

              2. Letter—of—Intent


     We remind customers of the necessity of contacting the
     PTT of that country and obtaining permission to bring
     the unit into their country and radiate carrier.
