EXHIBIT Applicant requests a two (2) year experimental license to conduct fixed and mobile tests using various experimental wireless equipment operating in the 39 GHz band at the AT&T facility located at 14500 NE 87th Street and 14520 NE 87th Street, Redmond, WA 98052. Scope of activity will include conventional product development trials to evaluate specific product performance and customer acceptability prior to production stage, under expected use conditions in actual performance environment. Applicant’s testing and the expected experimental equipment would support potential fifth generation (5G) multi-gigabit per second (Gbps) applications for fixed and mobile wireless communication networks at higher transmission rates and lower latencies than is currently available. The experimental system would support voice, video, and data transmissions and lead to innovation, as 5G radio technology has not been used to provide commercial services in the 37 and 39 GHz bands. Millimeter wave propagation data will also be collected for use in upcoming commercial 5G network planning and deployments. Applicant’s proposed experiments would involve the transmission and reception of signals by and between base stations and user devices within one (1) kilometers of each other, using antennas at a height of less than 6 meters above floor or roof levels. All emissions will be in accordance with the FCC experimental license rules and regulations, on a non-interference basis and in coordination with all potential incumbents in these bands. 1
