                               APPLICATION


             AT&T Corp.   ("AT&T"), hereby applies for authority
pursuant to Section 214 of the Communications Act of 1934, as

amended, and Section 63.01 of the Commission‘s Rules and
Regulations, to transmit data, facsimile, voice and video signals

at C—Band frequencies via INTELSAT Satellites in the Atlantic and

Pacific Ocean Regions ("AOR" and "POR") to and from seagoing

vessels and other points in the maritime environment.

             In accordance with Section 63.01 of the Commission‘s

Rules and Regulations, AT&T submits the following information in
support of this Application:


             1.   AT&T is a corporation organized and existing under

the laws of the State of New York. Correspondence concerning this

          2.      AT&T is engaged in the business of furnishing

interstate and foreign telecommunications services.     It is a
common carrier subject to the Communications Act of 1934, as

amended, and an "authorized carrier" as defined in Section 103 (7)

of the Communications Satellite Act of 1962, as amended.

          3.      The facilities covered by this Application will be

used by AT&T to provide AT&T branded ship—to—shore and shore—to—

ship maritime mobile satellite services with AT&T end—to—end

rates between ships at sea and the Unites States and points

beyond, via the INTELSAT satellites located in the AOR and POR

via appropriate AT&T earth stations.       |

          4.      With respect to maritime mobile satellite services

AT&T presently concurs in the COMSAT Mobile Communications Tariff

FCC No. 1 and in the IDB Mobile Communications, Inc., Tariff FCC

No. 1 for maritime mobile and land mobile satellite services.        in

this service arrangement, AT&T provides the landline termination

and origination of maritime mobile satellite services offered by

COMSAT and iDB.     AT&T does provide service in the shore—to—ship

direction pursuant to the authorization granted December 3, 1993,
in File No. I—T—C—93—309.     AT&T branded ship—to—shore maritime

mobile satellite services with AT&T end—to—end rates between


ships at sea and the United States and beyond, via the INMARSAT

satellites located in the AOR, POR and IOR, was filed on December .
22, 1993+, and remains pending.
           5.    This authority is requested in order to:           (1)

assess service quality using C—Band frequencies in the maritime
environment;    (2) determine the ability of enhanced gyroscope

stabilizing mechanisms to stabilize C—Band antennas of 2.0 to 4.0

meters; and (3) assist in the development of C—Band antennas for

use on seagoing vessels that can qualify for certification under

INTELSAT standards.

           6.    The maritime service will initially be established

by satellite channels from the Roaring Creek, Pennsylvania earth
station and the Salt Creek, California earth station‘, via
capacity in the INTELSAT AOR and POR satellites}, which is
acquired by AT&T from the COMSAT Corporation ("COMSAT") pursuant

to COMSAT‘s applicable tariffs.       This C—Band ship—to—shore and

shore—to—ship maritime service will initially be established with

a cruise ship or U.S. Navy ship.       If the maritime service using

INTELSAT.satellites proves successful, AT&T is prepared to éxpand

the service to other ships and other points in the maritime

environment .

            7.    AT&T proposes to furnish its services by means of
the facilities covered by this Application in accordance with its

tariff charges on file or to be filed with the Commission

applicable to such services.

            8.    Regulatory accounting will be performed in
accordance with Part 32 of the Commission‘s Rules apd

Requlations .

            9.    The facilities covered herein are categorically

excluded,   as defined in Section 1.1306 of the Commission‘s Rules

and Regulations,    from environmental processing.

            10.   AT&T hereby certifies that it is not subject to a

denial of Federal benefits that include FCC benefits pursuant to

Section 5301 of the Anti—Drug Abuse Act of 1988 .

          {(@)    AT&T further certifies that it has not agreed to

accept special concessions directly or indirectly from any

foreign carrier or administration with respect to traffic or

revenue flows between the U.S. and any foreign country which AT&T

may serve under the authority granted pursuant to Part 63 of the

Commission‘s Rules, and AT&LT has not agreed to enter into such

agreements in the future.                        |

          12.     Accordingly, AT&T hereby requests authority to
transmit data, voice and video signals at C—Band frequencies via

   INTELSAT Satellites in the AOR and POR to and from seagoing
   vessels and other points in the maritime-environment.f
