Please explain in the area below why an STA is necessary:
ARINC Inc is requesting a Special Temporary Authority (STA) to support a ground based test and demonstration of a picocell system using GSM handsets. These demonstrations will be conducted at Andrews Airforce Base, MD. ARINC Inc is working with a PCS licensee in the area to determine the best frequency in the 1900 MHz band to conduct these tests. All operations by ARINC Inc will be coordinated with a PCS licensee prior to use.
