Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The MITRE Corporation is conducting research into Sense and Avoid (SAA) radar systems to deconflict Unmanned Aerial Vehicle traffic. Radar data is needed as part of the project in order to develop and refine detection, tracking, and avoidance algorithms. The approaches under consideration for the SAA project use novel radar technology and so we cannot adequately leverage existing systems to support the data collection. The data collection is expected to occur two to three times over a 5 month period with each collection lasting approximately one week. The first collection is planned for early December.

Please explain the purpose of operation:
The radar operation under this STA will be used in a data collection as part of the Sense and Avoid (SAA) project. The data will support development and refinement of detection, tracking, and avoidance algorithms. If successful, this project may serve to enable unmanned aircraft safer access to airspace. A ground based, transportable transmitter will illuminate two aircraft (similar in size and performance to DHC-6 Twin Otters) as part of the data collection. One of the aircraft will be equipped with a radar receiver and recorder; it will not radiate as part of the experiment. The other aircraft will not be equipped with the radar system. The aircraft will fly patterns of interest to the radar researchers. The recorded data will be processed post mission. Airspace issues and safety of flight are being addressed by the aircraft contractors independently.
