Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The MITRE Corporation is using this radar to assess the effects of wind turbines on the MITRE experimental radar returns. The data collected during this experiment will be leveraged to develop algorithms to mitigate these effects and increase national aircraft surveillance radar effectiveness. One transmitter site is required for this experiment, with multiple receiver sites not collocated with it. An aircraft (with no transmitters or receivers) will be operating within and behind the wind turbines with the MITRE experimental radar transmitter and receivers aimed at the center of the wind turbine group.
