Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This White-Team UAS flies and measures the performance of a radio at waypoints along a flight path. The UAS carries and records the performance of a radio receiver, which is called the payload receiver. The payload transmitter on the ground communicates with the payload receiver. Jamming is applied to the payload, and the UAS measures this effect. The White-Team UAS is designed so that jamming only affects the payload link and not the UAS command and control link, which occurs on a different radio in a different frequency band. This White-Team UAS has been designed and developed by GTRI and will be assembled at GTRI Cobb County Research Facility. The White-Team UAS will be tested at one of four internal testing locations: • Location 1: Etowah Fields Airport, Cartersville, GA - Private Airstrip • Location 2: Berry Hill Airport, Stockbridge, GA - Private Airport • Location 3: Arrendale Forest Airport, Toccoa, GA - Private Airstrip • Location 4: Centre-Piedmont Cherokee County Regional Airport, Centre, AL - Public Airport
