Please explain in the area below why an STA is necessary:
Orbital Sciences Corp is constructing the launch vehicle that will send the Nasa LADEE spacecraft to the moon. Telemetry at payload separation will use the TDRSS satellite. Testing of the communication system onboard the launch vehicle to the TDRSS satellite is necessary for confirmation of the operation of the radio frequency link.
