Please explain in the area below why an STA is necessary:
CenterPoint provides electric transmission and distribution service in the Houston metropolitan area and provides gas service in Arkansas, Louisiana, Minnesota, Mississippi, Oklahoma and Texas to a combined total of 5 million customers. CenterPoint has been testing various manufacturers? BPL equipment during the past two years, and has announced plans to expand its deployment to pass 45,000 electric customers and to 20,000 gas customers. During this initial stage of the deployment, the BPL systems will be used to test utility applications, such as automated meter reading services. CenterPoint will also be testing the scalability of BPL technology, which will determine the extent to which CenterPoint deploys BPL further. CenterPoint must install this equipment after the July 7 deadline in order to test it. CenterPoint has applied for experimental authority to conduct tests, but the application remains pending. CenterPoint will be testing the radiated emissions of the equipment to ensure that operations comply with the FCC limits. Furthermore, if harmful interference occurs, CenterPoint will implement interference mitigation techniques or shut down the system, if necessary. As such, CenterPoint submits that the proposed equipment tests could be conducted consistent with the underlying purpose of the rules to reduce the potential of harmful interference to authorized radio services.

Please explain the purpose of operation:
CenterPoint Energy intends to install Corinex?s BPL product to establish system functionality and viability for full scale deployment. CenterPoint will be using BPL for utility applications such as time of use meter reading and remote connect/disconnect. Other utility applications will be tested such as automated power grid switching as well as other developing applications. The objective is to measure system reliability, quality of service, and scalability across the power grid.
