Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Raytheon requests in conjunction with Alcatel-Lucent that the Federal Communications Commission (FCC) grant an experimental special temporary authority for Downey, California using the 700 MHz Band 14 spectrum to create a testing lab to demonstrate Long Term Evolution (LTE) equipment beginning on March 1st, 2013 and ending on September 1st, 2013. The demonstration and subsequent trial network will show LTE broadband capabilities that will ultimately protect the life, health, or property of first responders and the citizens of the United States.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
LTE demo. The demonstration will conform to the following parameters: 1. The Regional Technology Center (RTC) is a collaboration between University of California, Los Angeles, Raytheon and Alcatel-Lucent, its purpose is to create an indoor/outdoor environment to test applications, devices, business processes and to conduct demonstrations for other agencies considering LTE. Operation will be confined to the immediate vicinity of the RTC, 11899 Woodruff Ave, Downey, CA 90241-5631. The equipment would include a base station and associated antenna located at the demonstration site, along-with a small number of portable units operating at no more than 1.5 kilometers from the base site. 2. We are requesting authority from the FCC to operate over the 758-768/788-798 MHz Band 14 spectrum. 3. Operation will occur between March 1, 2013 to September 1, 2013, allowing time during that period for setup and testing, demonstrations, and teardown. 4. Alcatel-Lucent has analyzed information from the FCCs ULS databases and has determined that the proposed operation would not interfere or create a significant potential for interference with any public safety operations in the 700 MHz band. Specifically, we found no active public safety licenses authorizing operation in the Downey, California area on frequencies that are co-channeled to those proposed in this STA request.
